Cruiser Fleet Captains Report

 

3.1=

Patrick Roberts= on had prepared a written report that was read out.  Patrick had thanked Tim Baker for standing in for him at the meeting.

 

 

3.2

Patrick had prepared and distributed the ‘facts and figures’ on the ‘runners & riders’= for the season in great detail.  This had allowed a result to be formed for the season and trophies will be presented at the prize giving at dinner & dance to be held on 3r= d Dec at the Golf & Country Club.

 

 

4.0

2006 Fixtures

 

4.1=

A draft list ha= d been prepared by Neal Ricketts and copies were distributed for comments.<= /o:p>

5.0=

Yard Marshal’s Report

 

5.1

Bill Rickets advised that laying up had started and members were reminded to remove punts & outboard engines from the racks.

Bill Ricketts r= eminded members of the need to mark their gear to ease identification of items fo= und in the yard.

Waste Regulations:

Members were informed that there are new regulations regarding hazardous waste that apply to the club.  Old paint tins are considered hazardous if deposited in the clubs bins but not if they are disposed of = in domestic bins at home.  The club is c= lassed as commercial premises under this act.

Oil waste can be disposed of (free of charge) = via Trout’s boatyard.  The= y have a suitable waste facility.

A vote of thanks to Bill for all of his efforts was proposed by the meeting.

Election= of Handicap Committee

 

6.1

Patrick had advised that he was prepared to st= and again for the position of Cruiser Captain if elected.  Carried.

 

 

6.2

The fleet representatives had also agreed to s= tand again if elected.  Proposed = to re elect en-block by Phillip Chesterfield and seconded by Neal Ricketts.

6.3

Tony Bradford proposed a vote of thanks to the handicap committee for their efforts during the year in making the racing interesting to the end of the season.

Tony Bradford raised the issue of PY handicap numbers.  He advised that his handicap at TSC differed from other local clubs & ports.  This was confirmed as correct as= TSC was able to vary the PY numbers for local races at their discretion.=

 

 

7.0

Social E= vents

&n= bsp;

7.1

Clive Shepperd gave a report on social events = past and future.  He advised memb= ers of the forthcoming Dinners, Lunches, Walks & talks.  He also advised of parties etc. = to be held at the club and recommended that members keep an eye on the club not= ice board for further details.

The forthcoming Dinner & Dance required so= me tombola prizes.  All donatio= ns to Annie Greenslade or Mary Chesterfield who have kindly agreed to run the e= vent again this year.

 

 

7.3

A suggestion was made to hold a series of close season talks at the club of mutual interest to members.  Those interested in forming a sub-committee should give their name to Clive.

 

·          The local sail maker, Chris Scanes of Sails & Canvas in Topsh= am had agreed to give a talk.  = Date to be advised.

 

·          Sally Penn had arranged a visit to the Met Office in Exeter.  This is a popular tour and will = be in great demand.  A notice will= be posted on the club notice board giving detail of the date in due course.<= o:p>

Members enquired if a representative from the = Met Office could give a talk at TSC.  Clive & Sally to investigate.

8.0

= 4th Cruiser Fleet

&n= bsp;

8.1

A proposal to introduce a 4th cruis= er fleet had been received for the lightweight ‘pocket cruisers’= to give them a fair race against each other rather than against the larger cruisers.  It is difficult to handicap these types of boats as they are very susceptible to wind condit= ions and there could be large variations in handicap numbers amongst the fleet. Members were given the opportunity to discuss the proposal.

 

 

8.2

The proposal was not carried as it was felt th= at there were not enough of these boats yet to justify another fleet.  There was a risk that the remain= ing fleets would have their numbers depleted and could spoil the competition.  A large differ= ence in handicap numbers was not seen as an issue.

 =

 

8.3

It was suggested that perhaps the boats in each fleet could be reviewed to ensure that boats of similar performance raced against each other.  This is generally followed at present. &nbs= p; The handicap committee to review the fleets and report back to the Spring Meeting.

9.0

Any oth= er business

 

9.1

At the Yawl Autumn meeting, it had been propos= ed that the Yawls copy the current handicapping system operated by the cruis= er fleets and introduce handicapped pursuit style racing to encourage activi= ty amongst their fleet.  Their = start would be using the same sequence as the cruisers.  i.e. There would be one TSC start sequence for all fleets to follow.  The Yawls would start first in their sequence with the slower boats starting earlier followed by the faster boats sailing an agreed course.  Cruisers would then follow on la= ter in the same sequence. It was explained that there could be some initial confusion amongst competitors in both fleets but the sailing instructions will clarify the matter.  The yawls would effectively be a 4th fleet.  Their finish times would need to= be recorded in line with current cruiser protocol.

 

Phillip Chesterfield proposed that the idea be adopted with the first cruiser to start 5mins after the first start and t= hat a member of the Yawl fleet to join the handicap committee.  Seconded by Neal Ricketts.  All in favour.=

9.2

Tim Baker explained that he would like to set = up an electronic system for crews to find helms and vice versa.  AKA “Tim’s Dating Agency”

He offered to set up an e-mail address for mem= bers to post details.  Phillip Chesterfield advised that there was a list on the club notice board for members to sign up to.  Tim = to put an article in Tops’l.

9.3

Members advised that the ‘Clyst BuoyR= 17; was off station.  Flag ‘L’ had been flown on these occasions to identify a change in= the instructions to alert competitors of the temporary mark.

 

 

9.4

It was suggested that the unlit club marks used for racing have reflective tape applied to them to assist recognition in = the hours of darkness.  Agreed.<= o:p>

9.5

The practice of ‘signing off’ after every race was challenged.  = It was not a safety issue and members have been penalised for not signing off and lost valuable point scoring opportunities.  The ‘signing off’ wa= s a declaration of sailing the course in accordance with the rules.  Boats that have accepted a penal= ty during the race should fly a yellow flag to indicate to the start boat th= at they have taken a penalty.  = The club result book will still require completion with finish times, retirements, penalties etc recorded in the normal way.  The protest system will still operate.  Chris Flack propos= ed that the requirement be withdrawn seconded by Tony Bradford.  All in favour.=

 

 

9.6

The handicap committee advised members that the handicap Club’s system handicaps helms not boats.  They had assumed the where a boa= t in joint ownership was entered into the racing the handicap applied would be based on the ‘best helms’ performance.

 

 

9.7

The Handicap committee also wanted to assure members that the results for the evening series were not ‘fixedR= 17; to bar anyone winning the trophies year after year, provided their performances warranted victory.

 

 

9.8

The members felt that the ’final fling’ destination was too far from Topsham that late in the year.<= span style=3D'mso-spacerun:yes'>  They requested a closer port and= or holding the event earlier in the season.=   Club programme to acknowledge.

The Handicap committee advised that the first = few races of 2006 will be based on the results of the previous season.  New sails and other ‘go-faster’ additions over the winter months will be handicap= ped after the first series.

Members were reminded that the list for nominations for positions on the Club Committee was on the notice board
